Scope and summary of activities

The Great Barrier Reef Marine Park Authority (GBRMPA) engaged Strategic Reform (SR) to review and develop a roadmap for their current Compliance Management System (CMS). The Compliance team are responsible for the processing of all compliance incidents, cases, Indigenous activity reports, Commonwealth Infringement Notices, Commonwealth Caution Notices, Commonwealth Advisory Letters as well as the pulling of data for monthly and quarterly reports.
SR undertook discovery with relevant GBRMPA stakeholders both within and outside the Compliance Management Unit. This involved reviewing the broader ICT environment and business processes and developing options to the authority for the future state of the CMS.

Our team identified 11 issue categories including functionality, workflow, user experience, system administration, data and reporting, and vendor management. SR developed essential functional requirements across the areas of geospatial data, integration with other systems, productivity, single platform, modularity, automating data validation, IT system resilience, data centralisation, user experience, reporting, and records management compliance.

Outcomes and Benefits

  • Strategic Reform provided GBRMPA with a comprehensive overview of the current issues, future requirements, compliance obligations, options and recommendations for both hosting and systems.
  • SR undertook significant analysis and market research to provide GBRMPA with options relating to case management systems, and recommendations that align with their needs, wants and obligations as an inter-jurisdictional non-corporate Commonwealth entity. SR recommended that GBRMPA pursue a solution with Microsoft Dynamics 365 supported by Microsoft Office 365, utilising the Microsoft Azure PROTECTED cloud platform.
  • SR delivered a proof-of-concept (POC) in Microsoft Dynamics 365 that demonstrated an improved user experience and streamlined business process for processing incidents and investigations.
