Scope and summary of activities
The Department of Industry, Science, Energy and Resources (DISER) – Entrepreneurs Programme sought to engage an experienced delivery partner to validate the existing Monitoring Evaluation Strategy and define the programme’s Data Strategy and Roadmap for the next three years.
The purpose of the Entrepreneurs’ Programme Data Strategy and Roadmap was to articulate the maturity journey ahead of EP to generate more meaningful insights about how the program impacts the Australian small business sector.
Strategic Reform produced the following deliverables to assist EP in unlocking more value from its data:
- Data Discovery Report – described the data and reporting needs of EP stakeholders and outlined the current architectural issues preventing EP stakeholders from attaining the data and reporting they need
- Evaluation Strategy Validation – Assessed the current EP Evaluation Strategy and identified areas requiring attention from EP before the impact evaluation
- Data Strategy – provided an informed and multi-dimensional perspective on the actions needed to improve data management practices
Outcomes and Benefits
Strategic Reform’s strong stakeholder engagement, user research and analysis on this engagement provided EP with the following outcomes:
- A clear understanding of the current state of systems, data architecture and architectural issues through the delivery of several architectural models
- Extensive user research on the data provided pain-points, needs and opportunities for the key user segments within the programme
- Understanding of the current state user experience for key user sectors
- A vision for the future state of EP’s data to support its business model and a detailed action plan (Roadmap) to get there
- A clear plan to prepare the data assets in preparation for the upcoming impact evaluation.
